  3.    lets you view and change the attributes (flags) field for a user.
  4.    for example, to give Lamer the p and f flags:
  5.       .chattr Lamer +pf
  6.    or to remove Denali from the deop list:
  7.       .chattr Denali -d
  8.    you may also do any combination of the above:
  9.       .chattr Fred1 -m+dk-o
  10.    whether or not you change any flags, it will show you the user's
  11.    attributes afterwards.  if this bot uses the owner flag, only the
  12.    owner may add or remove the 'n' (owner), 'm' (master), and 's'
  13.    (bot: userfile share) flags.  to get a list of the flags possible,
  14.    do 'help whois'.
